LOL Germany paid EURO 5m for Zumwinkel tax data Published: February 17 2008 18:01 | Germany paid at least EURO 4m for information that led to the arrest of Klaus Zumwinkel, Deutsche Post chief executive, before he resigned last week. The data could claim hundreds more victims in the biggest tax evasion crackdown in the country's recent history. A finance ministry spokesman told the Financial Times the ministry and the chancellery had authorised the BND intelligence service to pay a former employee of LGT, Liechtenstein's biggest bank, for a DVD containing a list of German tax evaders. The news of the payment, revealed by the Der Spiegel weekly, underlines the value of the data to Berlin, which has with limited success sought to recover billions in unpaid taxes through a series of amnesties. The list is believed to include account details of about 750 German nationals who circumvented taxes by parking money in trusts managed by LGT. After the raid on Mr Zumwinkel's house on Thursday, tax investigators and prosecutors are expected to launch up to 150 investigations this week. The finance ministry would not comment on whether German tax investigators could rely on stolen documents to build cases. Neither would the government confirm the amount paid to the informant, now under police protection. One person familiar with the case said it was "in the order" of EURO 4m to EURO 5m ($7.3m, £3.7m). Since the BND, a federal institution, does not have a mandate to investigate tax evasion, which lies in the remit of regional states, some politicians on Sunday called for an inquiry into whether the agency had only acted as messenger for the prosecutor. "We must look into whether it only played a passive role," Hans-Christian Ströbele, a Green MP and civil rights activist, said. Officials said the BND was involved because the informant turned to the agency while seeking to avoid contact with the tax authorities. The DVD, they said, would not be included as evidence in future court cases. The case will have diplomatic repercussions when Otmar Hasler, Liechtenstein's prime minister, visits Berlin on Tuesday and Wednesday, meeting Angela Merkel, the German chancellor, and Peer Steinbrück, the finance minister. LGT is owned by the principality's ruling family. Germany has long tried to force its government to provide legal assistance in tax evasion cases. Liechtenstein has assisted Berlin in tax fraud, money laundering and terrorism cases, but refuses to extend such co- operation to tax evasion. |
